<p class=3DMsoNormal>The Historic Fa&ccedil;ade Improvement Program is
specifically designed for the preservation and/or rehabilitation of histori=
c building
fa&ccedil;ades. The goals of the program are:<span
style=3D'mso-spacerun:yes'>&nbsp; </span>1) to encourage historic preservat=
ion
through rehabilitation of neighborhood commercial structures, 2) to abate a=
ny
continued deterioration of neighborhood commercial structures, 3) and to
augment the natural assets of the neighborhood business centers by restoring
the uniqueness, character and integrity of structures to the period of their
significance.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal><b style=3D'mso-bidi-font-weight:normal'>How <span
class=3DGramE>Does</span> it Work?<o:p></o:p></b></p>

<p class=3DMsoNormal>The program utilizes grant funds as a financial incent=
ive to
entice private investment by property and business owners interested in
rehabilitating neighborhood business center structures, stressing their
historic significance.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Funding
offered is a matching grant in which the City would reimburse the applicant=
 50%
for up to a $1,000 reimbursement.<span style=3D'mso-spacerun:yes'>&nbsp; </=
span>Applicant
must comply with design guidelines and match the grant funds at least $1 for
$1.<span style=3D'mso-spacerun:yes'>&nbsp; </span>There must be a minimum t=
otal
project cost of $500.</p>

<p class=3DMsoNormal><b style=3D'mso-bidi-font-weight:normal'><o:p>&nbsp;</=
o:p></b></p>

<p class=3DMsoNormal><b style=3D'mso-bidi-font-weight:normal'>Who is Eligib=
le?<o:p></o:p></b></p>

<p class=3DMsoNormal>To be eligible for the Historic Fa&ccedil;ade Improvem=
ent a
business must be located within one of three Neighborhood Business Centers:=
 <span
class=3DSpellE>Hillyard</span>/Market St. District, Monroe or South Perry.<=
span
style=3D'mso-spacerun:yes'>&nbsp; </span>Properties must also be listed on =
the
National Register of Historic Places or the Spokane Register of Historic
Places.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Applicants must be pr=
operty
owners, while tenants must have written approval from property owners.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Program participants must
coordinate their efforts with Neighborhood Business Centers (NBC) staff to
ensure correct completion of the program.</p>

<p class=3DMsoNormal><b style=3D'mso-bidi-font-weight:normal'>When will I be
reimbursed?<o:p></o:p></b></p>

<p class=3DMsoNormal>The City will reimburse applicants after the applicant=
 has
paid his/her contractor, architect, and vendor(s) in full; and after the
project is determined to have been completed in accordance with the contract
between the City and the applicant.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>The retention of all receipts and/or invoices related to costs with =
the
project must be retained as proof of expenditures. </p>
